Support Services for Implementation of Miti Mingi Maisha Bora

The Support to Forest Sector Reform, also referred to as the “Miti Mingi Maisha Bora” (MMMB) Programme aims at enhancing the role of forestry in economic development with specific focus on poverty alleviation while simultaneously restoring the environment. The Programme strategy is to focus on policy and institutional arrangements, as well as on field level forest and woodland management and utilisation practises, both in forest reserves and on farm and trust land in the arid and semi-arid lands (ASALs). The programme is a national programme with field operations throughout the country working with national and district forestry services.

The overall objective of the MMMB implementation phase (2009-2014) is a reduction in poverty through ensuring that the forest sector contributes effectively and sustainably to improving the lives of the poor, restoring the environment, and aiding the economic recovery and growth of Kenya, within the context of Vision 2030. The programme purpose is improved forest and woodland management and utilisation practices, and a transformation of policy and institutional arrangements to serve the needs of communities, the private sector, civil society and the government. The programme is being implemented with a range of Kenyan institutions including the Kenya Forest Service, Kenya Forest Research Institute, the Department of Surveys and Remote Sensing.

The MMMB Programme intervention will: (i) establish capacity within the Ministry of Forestry and Wildlife for coordination and regulation of forestry issues, (ii) establish capacity within Kenya Forest Service to deliver quality forestry products and services, (iii) improve the management of forest reserves in selected pilot areas through improved management practises and partnerships and (iv) increase the income of farmers and communities in selected pilot areas through improved production, processing and marketing of forestry products sustainably.

The LTS team is working closely with the Government and implementing partners (NIRAS and Indufor) to deliver a full range of programme management and advisory support:

  • Forest sector policy, regulation and coordination – development of Forest Policy, formulation of the Forests Act and the Forest Conservation and Management Bill, creation of various Forest Rules and preparation of the National Forest Programme.
  • Institutional change management – governance and corporate-wide strategic and operational business planning and sector planning, budgeting and financial modelling
  • Organisation design and restructuring – of the lead Ministry, the lead forestry agency and support to establishment of a decentralised forestry services through corporate governance, transitional planning and de-linking processes.
  • Establishment of processes, strategies and frameworks – for human resources management, performance appraisals, financial management (Oracle system), asset management, corporate communications, monitoring and evaluation, internal audit, anti-corruption.
  • Human resources management – development of career guidance guidelines, job descriptions, executive recruitment, procedures development, workload analysis, creation of staff retirement benefit scheme, design of staff transition plans, capacity development plans.
  • Improved field operations – through protected area planning and management, community engagement, creation of Forest Conservation Committees, design and roll-out of Participatory Forest Management Plans, capacity support to Community Forestry Associations and Charcoal Producer Associations.
  • Capacity development – undertook organisational capacity development assessment, designed a long-term training programme, prepared competency frameworks and detailed curriculum.
  • Training, mentoring and learning – instituted wide-scale experimental learning approaches through international and national study tours, exchanges visits, on-site farmer demonstrations, and technical knowledge transfer events.
  • Infrastructure development – major upgrades and developments (e.g., office buildings, vehicles/aircrafts and equipment) at headquarters and conservancy levels and design and roll-out of an organisational wide forest information system.
  • National policy and carbon accounting methods for REDD+; forest information systems, GIS and remote sensing analysis; guidance to national REDD+ Working Group, development of a monitoring reporting and verification system.
  • Forest plantation management planning across 100 sites nation-wide; design of improved concessioning and licensing systems; formulation of natural forest management plans; enterprise development and business planning support in arid lands development; pilots for innovative bio-energy and eco-tourism development and payment for ecosystem services mechanisms.
