In recent years we have seen dramatic shifts in public sector management and reform, with stronger links to development assistance: donor funding is moving further along the road toward budget support in many countries. Budget support as a mechanism for aid delivery provides greater flexibility to recipient governments, while reducing the transaction costs for donor agencies.
It is imperative however for both recipient and donors that the accountability of disbursement and management of funds can be demonstrated. Grant-making facilities provide a useful "middle road", and are increasingly being used by donor agencies as a means to enhance the participation and contribution of civil society, research organisations and academic institutions into development.
