Summary
The PRADEPESCA commenced in 1990 with the objective of forging the basis for co-ordinated and rational development of the fisheries sector in the Central American region. The programme aimed to encourage co-ordination between the fisheries sectors in each country and develop a regional framework for sustainable development of the sector. LTS was requested to review the programme.
Problem
A review was requested at the end of Phase I of the programme to inform the development of Phase II.
Solution
LTS participated in a mission to review Phase I of the PRADPESCA programme and assess the potential for the fisheries sector to aid the process of regional integration. Specific tasks included:
- An analysis of the current situation in the fisheries sector in Central America;
- An analysis of the level of institutional development of the fisheries sector at national and regional level;
- Identification of the potential for a common fisheries policy;
- The identification of activities to be included in a second fisheries development program;
A key task was to ensure the compatibility of the proposed next phase of the program with the European Commission's regional development strategy for the Central American countries.
Benefits
Recommendations informed the design of phase two of the programme.
