Technical Assistance to the Global Climate Change Alliance



Climate change is of major concern to countries of the ACP group, as expressed in a number of political declarations. The European Consensus of 2005 ensured that adaptation to the negative effects of climate change would be central to the Community support of LDCs and SIDS. The joint ACP/EC declaration on climate change was agreed at the May 2009 Joint ACP-EU Council. Assisting the ACP countries in addressing climate change is not only part of the larger goal of striving for environmental sustainability, but is also important to alleviate poverty through adaptation so that the effects of climate change do not undermine progress towards the Millennium Development Goals.

The Global Climate Change Alliance (GCCA) has been established to help poor developing countries most vulnerable to climate change, in particular LDCs and SIDS, to increase their capabilities to adapt to the effects of climate change, in support of the achievement of the MDGs and to have their voice better heard in the international climate change negotiations. The alliance provides a platform for dialogue and regular exchange between the EU and these countries, aiming at the integration of climate change in national development strategies and in development cooperation. The GCCA also aims to provide financial and technical support for adaptation measures and the integration of climate change into development strategies.

The GCCA works on five priority areas: adaptation, reducing emissions from deforestation and degradation (REDD), enhancing participation in the CDM, promoting disaster risk reduction, and mainstreaming climate change into poverty reduction development strategies. The LTS led consortium provides expertise in climate change since the ACP Secretariat does not have sufficient personnel to ensure adequate in-house climate change and REDD expertise.

LTS provides policy and institutional strengthening support to the ACP and its member states in designing and operationalising GCCA funding. LTS advises the GCCA Support Facility, targeting SIDS and LDC countries aims to: organise GCCA regional and national dialogue events and technical workshops involving target countries officials and stakeholders; support capacity development of climate negotiators from poor developing countries; and support climate change integration into national and sectoral development policies, plans and budgets.

LTS provides technical advisory support to the ACP Secretariat that contributes to the smooth functioning of the Climate Support Facility (CSF), including the development of the CSF Work programme, prioritisation of relevant TA and monitoring of the CSF by the ACP Secretariat; contributes to the reputation of the ACP Secretariat as a responsive and effective conduit of technical assistance to ACP countries and institutions; ensures that the ACP Secretariat remains well informed about important climate issues, and especially those directly relevant to EU and ACP joint concerns; helps to raise the level of clarity and communication on climate change issues of ACP regional and national authorities - with each other, with the EU and with international organisations; and contributes to a good coordination among ACP climate change activities and other relevant programmes.

The LTS led consortium is contracted to provide expertise in climate change since the ACP Secretariat does not have sufficient personnel to ensure adequate in-house climate change capabilities. Through the provision of LTS climate change advisors to the ACP Secretariat we have delivered the following services: assisting the ACP Secretariat through expert input to the ACP Secretariat on climate-related issues, especially Disaster Risk Reduction; policy and institutional development of the Climate Support Facility (CSF), including the development of the CSF Work programme, prioritisation of relevant TA (including starting-up a REDD+ Programme in Cote d'Ivoire: capacity strengthening and roadmap development) and monitoring of the CSF by the ACP Secretariat; development of a range of communication and M&E tools to assist in the coordination amongst key stakeholder such as the regional institutions (AUC, COMESA, ECOWAS, CARISCOM Secretariat/ CARIFORUM, the Pacific Island Forum), the EC Delegations (DGs DEVCO and Env), and programme and activities supported by the GCCA Support Facility, UNEP Risoe Centre, UNFCCC, Kyoto Protocol (e.g. LDC Fund, Adaptation Fund, CC window of GEF trust fund), the World Bank, the United Nations and through other multilateral and bilateral donors; advisory support on national climate strategy design processes and ensuring the ACP Secretariat is a responsive and effective conduit of technical assistance to ACP countries and institutions; information sharing by the ACP Secretariat remains well informed about important climate issues; development of a Work Programme of workshops and other short-term technical assistance to the ACP countries and regions and presenting the Work Programme to the Brussels-Based-Sub-Committee (BBSC); monitoring the responsiveness and effectiveness of the technical assistance provided by the Climate Support Facility; responding to requests for technical assistance submitted to the ACP Secretariat at any time by stakeholders; and preparing Work Orders with budgets and schedules. LTS provides the international Climate Change Specialist (based in Brussels). She provides technical and backstopping support to the GCCA.
