Liberia-National REDD+ Strategy Consultation



REDD+ is being rolled out in several countries under the auspices of the Forest Carbon Partnership Facility (FCPF) and the UN-REDD Program and the FCPF is a global partnership focused on (REDD+) and supports nationally-led REDD+ processes and promotes the informed and meaningful involvement of all stakeholders, including Indigenous Peoples and other forest-dependent communities, in national and international REDD+ implementation. The FCPF complements the UNFCCC negotiations on REDD+ by demonstrating how REDD+ can be applied at the country level and by learning lessons from this early implementation phase.

The REDD+ readiness preparation phase will assist Liberia in: (i) developing its national reference scenario for emissions from deforestation and forest degradation; (ii) developing national REDD+ strategy for reducing deforestation and forest degradation; and (iii) designing national monitoring, reporting and verification systems for REDD+. The REDD+ readiness phase is aimed at conducting an analysis of the different land use options that will take into consideration the trade-offs and complementarities of various land uses, based on different criteria such as: revenues for the Government of Liberia (GoL), livelihoods for the communities, benefits for the communities, environmental and social sustainability, and only as a last criterion and additional benefit, the possibility of carbon credit.

LTS supported REDD+ stakeholders with in-depth analytical work to assess and validate preliminary strategic options for the REDD+ Strategy, including:

  • Quantitative analysis of the different land use options in forested and mixed agricultural lands for development of the national REDD+ Strategy for Liberia. The options analysis will look at the trade-offs and complementarities of various land uses, based on different criteria such as: revenues for GoL, livelihoods for the communities, benefits for the communities, environmental and social sustainability, and potential emission reductions;
  • Cost-benefit analyses of different proposed REDD+ Strategy options (opportunity, implementation, transaction cost);
  • Policy, legal and institutional analysis of domestic and international frameworks for REDD+; and
  • Preparation of a roadmap for the implementation of the strategy.
Throughout the REDD+ strategy development process facilitated by LTS, the consultants sought stakeholder feedback through consultations to provide inputs, guide and validate analytical work, and to accompany REDD+ Strategy formulation. Consultations were conducted in close co-ordination with the team conducting the Strategic Environmental and Social Assessment (SESA), and inputs from SESA process fed into the design of the REDD strategy.
