Programme-level Monitoring and Evaluation Services for the Strategic Climate Institutions Programme and Climate High Level Investment Programme



The overall goal of the Strategic Climate Institutions Programme (SCIP) is to build organisational capacity within the Government of Ethiopia (GoE), the private sector and civil society to enable Ethiopia to achieve its MDGs and contribute to the improved management of climate change risks and opportunities through increased resilience to current climate variability, adapt to future climate change and capitalise on low carbon growth and carbon sequestration opportunities. This innovative and multifaceted programme seeks to enable the GoE to respond to climate change through the provision of resources to a wide range of key stakeholders, including governmental bodies, academia, civil society organisations, development partners and the private sector. Support is not being given directly to climate change adaptation initiatives, but to build institutional capacity required to generate a strategic and coordinated response to climate change.

The 30 million pounds Climate High Level Investment Programme (CHIP) will help to build climate resilience and promote low carbon development by channelling UK climate finance to investment opportunities in Ethiopia through four components: support to the Ethiopian Government's Climate Resilient Green Economy financing facility, mainstreaming of climate resilience and low carbon development into three key sectors: Food Security, Forestry and Disaster Risk Management. LTS is responsible for the design and implementation of M&E systems for SCIP and CHIP at the programme-level. SCIP's two instruments (a SCIP Fund and SCIP Innovation Centre) will also be subject to M&E at the instrument-level which is developed by separate contractors. The LTS led consortium has supported the establishment of common indicator frameworks in both cases, with the aim that evidence generated by the individual components may be used to build a picture of the results and impacts of each programme as a whole. The LTS led consortium is engaging and facilitating synergies with the instrument-level M&E strategy (particularly in terms of theory of change, indicators and data collection strategies) and vice versa and this close cooperation is explicit within contracting arrangements. Thus, through harmonisation and synergy between programme and instrument level M&E within SCIP, there is a unique opportunity to make a major intellectual and practical contribution to the way that support for the climate change response in developing countries is monitored and evaluated. This M&E contract supports the delivery of SCIP and CHIP. It supports DFID's commitments for transparency and accountability - being independently monitored and evaluated; and in developing tools for gathering and analysing data to report on ICF Key performance Indicators. LTS services include:
  • Design and implementation of the M&E Strategies including the establishment of a baseline (subject to seasonality), conducting annual reviews and audits, delivering periodic evaluations.
  • Strengthening of M&E Capability in terms of supporting broader (organisational) capacity building support and needs-based support for monitoring specific climate change adaptation and mitigation processes and initiatives.
  • Design and delivering the Communications, Learning and Knowledge through three main tasks: generation of lessons; development of systems to capture, store and share lessons; sharing and dissemination of lessons.
