National Performance and Benefit Measurement Framework (NPMBF)

LTS have been contracted by the Ministry of Environment and Mineral Resources to develop the National Performance and Benefit Measurement Framework (NPBMF) for Kenya. The work of the consultants will follow a two-stage approach.  Stage 1 will involve review of existing practices and literature, while stage 2 will involve design of the NPBMF.

Kenya’s Climate Change Action Plan (CCAP) sees climate change as both a significant threat and huge opportunity for Kenya’s development.  Kenya needs to help its people adapt to climate change.  At the same time, Kenya needs to maximise opportunities from low carbon development, carbon trading and climate finance, particularly given the agricultural focus of its economy and its wealth of renewable resources.  Developing a National Performance and Benefit Measurement Framework (NPBMF) that covers both adaptation and mitigation actions and the synergies between them will be pivotal to helping Kenya operationalise its National Climate Change Response Strategy and to ensuring that the CCAP leads to practical results for Kenyan communities.

The NPBMF will assist Kenya by:

  • Helping inform and guide the implementation of concrete climate change response actions, whether in the form of projects, programmes or business ventures
  • Helping Kenya fulfil its international reporting obligations to the United Nations (i.e. UNFCCC)
  • Demonstrating Kenya’s climate finance readiness and providing a strong platform for attracting international climate finance flows
